Tredyffrin adopts communications policy after blogger controversy ...

On Nov. 19, Tredyffrin Township?s board of supervisors adopted a board communications policy, saw Bill Martin sworn in as township manager and got a quick preview of Tuesday?s Commercial Zoning Workshop from consultants Camiros LTD and Econosult.

The drama of the evening, however, came with the approval of the communications policy, its intent to ?establish guidelines for public officials [as they] communicate with the public,? according to supervisors chair Michelle Kichline.

The policy coincides with a supervisor-blogger controversy concerning a township website-posted letter by supervisorJohn DiBuonaventuro that criticized anonymous posts on Pattye Benson?s Community Matters blog and that led to Benson claiming she was being ?threatened and harassed? by township officials and to her hiring a lawyer.

At the Nov. 19 township meeting, Benson criticized the policy for not addressing the issue of oversight and for not defining ?township business.? A verbal sparring session with township solicitor Vince Donahue followed.

?I know what township business is and isn?t,? Benson said.

The policy sets guidelines for supervisors? communications dealing with township business, press releases, police communications to the public, newsletters, other print-media communications, Web postings, social media and telephone messaging. It puts the police superintendent, the township manager and the chair of the Board of Supervisors in positions of responsibility for reviewing or being aware of content.

Kichline followed the 7-0 passage of the policy with a brief personal statement in which she noted that this had been a ?busy year,? that the world of communications had passed from ?newspapers to real-time,? and that the policy should set a ?standard for the community [regarding the exercise of free] speech on the Web.?

The come-on for the zoning workshop, to which all partners and stakeholders had been invited, is a step in the township?s analysis of its commercial zoning practices as it begins to deal with changes in the business mindset that now emphasize urban visions of density, height, walkability and mixed use rather than the older, unfashionable suburban low-rise, auto-oriented, business-park campuses that are prevalent in Tredyffrin.

The preview of the Commercial Zoning Workshop stressed the zoning factors that drive competition for business with nearby jurisdictions as well as economic ones, particularly tax-burden characteristics. The consultants? message was that Tredyffrin enjoys a favored position at present, but must adapt and change in order to keep up.

Kichline introduced Bill Martin as the first Tredyffrin township manager who already lives in the township. Martin replaces Mimi Gleason, who had been in that position for seven years. He had previously been manager in Bridgeport Borough.
