Irish Stock Exchange Debt Announcements ? Notification 1

A new process for stakeholder submission and Irish Stock Exchange (?ISE?) receipt of Debt announcements will be implemented on July 1st?2013. The entire service will be operated securely, and on a timely basis, providing a ?one stop shop? for filing and publication to market. The best in class technology deployed will ensure debt issuers can continue to efficiently comply with their regulatory and transparency obligations under relevant EU securities legislation and ISE Listing Rules.

From July 1st?2013, Debt announcements will only be received and processed by the ISE if they are submitted electronically by registered stakeholders through an online platform developed specifically for receipt of Debt announcements. This means that submission of Debt announcements toannouncements@ise.ie?or by fax or paper will no longer be possible after July 1st?2013.

The ISE is also currently examining the pricing and payment options to be put in place from 1st?July 2013. The ISE is committed to ensuring the new pricing structure for releasing Debt announcements is consistent with and competitive to other stock exchanges in the EU. There will be no retrospective charging for Debt announcements submitted before July 1st?2013.

Prior to the introduction of the new process, the ISE will provide frequent and clear communication of the various milestones associated with this development. In due course, the ISE will confirm the acceptable methods of payment for publishing Debt announcements. Early notification will provide stakeholders with sufficient time to prepare and implement any changes which may be required on their side.

It would be appreciated, if, at this early stage, you could inform issuers and your relevant market contacts of the imminent change to the Debt announcements service and in particular of the introduction of fees from 1stJuly 2013.

How Obama will deliver his climate promise

Editorial: "Challenge unscientific thinking, whatever its cause"

BARACK OBAMA is certainly talking the talk on climate change - promising to put the fight against global warming at the heart of his second term. What's more surprising is that the US - historically, the world's biggest emitter - actually seems to be walking the walk. It is on track to meet Obama's 2009 pledge to cut US emissions by 17 per cent, from 2005 levels, by 2020. The target could even be exceeded, which may give a boost to the long-stalled international climate talks.

There's no realistic possibility of passing new laws to curb US greenhouse gas emissions - Republican control of the House of Representatives will see to that. So some pundits were scratching their heads at Obama's climate pledge in last week's inaugural address. But independent analyses paint an upbeat picture of the progress he can make simply by using existing laws.

After the gloom that followed the failure, in Obama's first term, to pass a national cap-and-trade scheme to cut emissions, the new mood of optimism may seem surprising. Yet it is backed by hard numbers, laid out in a report released last October by Resources for the Future (RFF), a think tank based in Washington DC.

The group totted up emissions reductions likely to result from action taken by states and cities, and cuts that will occur through market forces as a glut of cheap natural gas encourages power utilities to burn gas instead of coal - which emits far more for the same amount of energy generated. Together, these get about a third of the way to Obama's pledge.

But the biggest contribution comes from regulations under the Clean Air Act, including vehicle fuel economy standards that are already in place. Controls on emissions from power plants that are expected from the US Environmental Protection Agency make up the rest (see diagram). Given all this, RFF estimates that the US could cut emissions by 16.3 per cent by 2020.

"The US had been doing more than we're given credit for," says Matt Woerman, one of the report's authors. "As an American citizen, I'm pleasantly surprised."

"The 2020 target does seem to be in reach," agrees Kevin Kennedy, who heads the US climate change initiative at World Resources Institute, also in Washington DC. The think tank is expected to draw similar conclusions in a report due for release in early February.

According to Woerman, about two-thirds of the cuts outlined in the RFF report are already "baked-in". And emissions could be pushed down further still if the EPA is aggressive in regulating existing US power plants.

The RFF report assumed that the EPA would demand modest efficiency improvements for each type of plant. But the agency could get stronger cuts by setting a combined and more ambitious target for coal and gas-fired plants, and leave it to utilities and states to decide how to get there.

That would provide fresh incentives for power companies to ditch coal for natural gas. It could even bring in cap-and-trade by the back door, if companies and states decide schemes like the Regional Greenhouse Gas Initiative, launched by a coalition of north-east US states, could help make the cuts.

According to an analysis from the Natural Resources Defense Council (NRDC), released in December, more aggressive policies like these could cut emissions from fossil fuel plants by 26 per cent, from 2005 levels, by 2020 - equivalent to an additional 10 per cent shaved off total US emissions.

Other options open to Obama include an aggressive phase-out of hydrofluorocarbons - refrigerants that are potent greenhouse gases - and plugging methane leaks (see "Fixing America's gas leak").

No one has yet calculated the amount by which the US could exceed Obama's pledge, but Woerman is optimistic. "I think we can definitely blow past the target," he says. "Maybe we could get to 25 per cent."

Numbers like that would give Obama new authority in talks with other major polluters such as China, which have been reluctant to sign up for emissions cuts while the US seemed to drag its feet. "The US will have much more credibility and influence in the next international climate negotiations if it shows, by 2014 and 2015, that it is making good on the president's pledge," says David Doniger, climate policy director with the NRDC.

Fixing America's gas leak

Measured over a century, methane has 25 times the global warming potential of carbon dioxide - so the last thing the planet needs is for the stuff to be escaping into the atmosphere. Yet that's happening on a massive scale in the US, through leaks from production wells and the pipes that distribute natural gas.

The US Environmental Protection Agency estimates total losses at 2.4 per cent of the gas being extracted, but the true figure could be higher. A survey in Colorado, led by the National Oceanic and Atmospheric Administration, last year suggested the region's wells were losing some 4 per cent of what is produced.

Putting firmer numbers on the problem is the goal of a study led by the Environmental Defense Fund (EDF) in New York City. It should have figures for production wells by the end of March, and for the entire distribution system by January 2014.

With better numbers in hand, the government could demand the leaks are plugged. "It is quite possible to produce natural gas with minimal 'fugitive' emissions," says Mark Brownstein of the EDF. "It may just be a question of operational and maintenance practice."

Senate approves Kerry as secretary of state

WASHINGTON (Reuters) - John Kerry's nomination as President Barack Obama's new secretary of state sailed through the U.S. Senate on Tuesday, as his fellow senators voted overwhelmingly to confirm him to replace Hillary Clinton as the country's top diplomat.

The vote was 94-3 in favor. The two senators from Texas, John Cornyn and Ted Cruz, and Oklahoma Senator James Inhofe, all Republicans, were the only no votes.

Three senators did not vote. Kerry, the senior Democratic senator from Massachusetts, voted "present."

Kerry's easy confirmation had been expected. The Senate agreed to vote quickly after his confirmation hearing last week. The Foreign Relations Committee had voted unanimously by voice vote earlier on Tuesday to back his nomination.

The Senate's approval sets in motion a special election for Kerry's Massachusetts Senate seat. The five-term senator and losing presidential candidate in 2004 is expected to be sworn later this week.

Senator Robert Menendez, chairman of the Foreign Relations committee, said before the roll call that a heavy vote for Kerry would send a "strong message" to the rest of the world that he had the firm backing of the entire United States.

Senator Bob Corker, the top Republican on the Foreign Relations committee, praised Kerry's testimony on Thursday. "I thought that Senator Kerry acquitted himself exceptionally well in the hearings that we had last week," he said on the Senate floor.

Kerry, beaming, was warmly congratulated by his fellow senators after the vote.

At the hearing of the Foreign Affair Committee, which he has chaired for four years, Kerry was visibly moved by applause and praise from his fellow senators.

"I'm honored beyond words," he said, before making brief remarks about the importance of the committee going forward on issues like Middle East peace.

Kerry, who became a U.S. senator 28 years ago, said he will make a final speech on the Senate floor on Wednesday.

"What a privilege to work with you and now to work with you in a different way. I thank you very, very much," Kerry said.

Energy-Guzzling Cities Changing Weather 1,000 Miles Away

The heat released by everyday activities in energy-guzzling cities is changing the weather in far-away places, scientists report today (Jan. 27).

The released heat is changing temperatures in areas more than 1,000 miles away (1609 kilometers). It is warming parts of North America by about 1 degree Fahrenheit (0.6 degrees Celsius) and northern Asia by as much as 1.8 degrees Fahrenheit (1 degree Celsius), while cooling areas of Europe by a similar amount, scientists report in the journal Nature Climate Change.

The released heat (dubbed waste heat), it seems, is changing atmospheric circulation, including jet streams ? powerful narrow currents of wind that blow from west to east and north to south in the upper atmosphere.?

This impact on regional temperatures may explain a climate puzzle of sorts: why some areas are having warmer winters than predicted by climate models, the researchers said. In turn, the results suggest this phenomenon should be accounted for in models forecasting global warming.

"There's a tendency in climate science to overlook the effects of cities," Brian Stone, a professor of city and regional planning at Georgia Tech, told LiveScience. "Cities occupy just a few percent of the global land surface, but the amount of energy released as waste heat is contributing downwind to pretty significant changes in climate. I hope this will encourage us to focus more on cities as important drivers of climate change," added Stone, who was not involved in the current study. Hot in the city

Cities are known to be warmer than their surroundings due to what's known as the urban heat island effect ? pavement, buildings and other building materials retain heat, preventing it from reradiating into the sky.

In the new study, the researchers looked at another kind of "urban heat," this one produced directly by transportation, heating and cooling units, and other energy-consuming activities.

"The burning of fossil fuel not only emits greenhouse gases, but also directly affects temperatures because of heat that escapes from sources like buildings and cars," said study researcher Aixue Hu, of the National Center for Atmospheric Research (NCAR), in a statement. "Although much of this waste heat is concentrated in large cities, it can change atmospheric patterns in a way that raises or lowers temperatures across considerable distances."

Hu and colleagues studied the energy effect using the National Center for Atmospheric Research (NCAR) model, a widely used climate model that takes into account the effects of greenhouse gases, topography, oceans, ice and global weather. The researchers ran the model with and without the input of human energy consumption, to see whether it could account for large-scale regional warming.

When man-made energy was included in the model, it led to winter and autumn temperature changes of up to 1.8 degrees F (1 degree C) in mid- and high-latitude parts of North America and Eurasia. The modeling is based on estimates, however, and more studies are needed to measure how much heat is actually released by urban areas.

Heat disrupts jet stream

Here's how the scientists think it works: Energy-hungry metropolitan areas are located on the east and west coasts of North America and Eurasia, beneath major "hot spots" of atmospheric circulation. The waste heat from these cities creates thermal mountains, or taller-than-normal columns of heated air, which cause air jets moving eastward to deflect northward and southward.

As a result, the jet stream in upper latitudes widens and strengthens, bringing up hot air from the south and causing warming far from the urban areas (and concurrent cooling in others).

"The energy consumption in highly populated areas can cause changes in wind patterns, and that causes climate change far away from the heating source," said meteorologist and study author Ming Cai of Florida State University.

Commercial property pricing improves as 2012 winds down ...

The commercial real estate pricing situation showed continued positive signs in November, which may signal that the Atlanta commercial real estate market is strengthening.

There was a gain of 0.9 percent in the value-weighted U.S. Composite Index during November, according to the Commercial Real Repeat Sale Indices report from CoStar Group. The gain helped this index improve more than 6 percent in the past 12 months. It also further increased to nearly 40 percent higher than the cyclical bottom, which was recorded in 2010. More investor demand for top-level properties in the largest markets around the country helped improve this figure in recent months.

The equal-weighted index improved 1.1 percent in November, the report explained. This was due to the general commercial real estate market experiencing notable strengthened conditions over the 12-month period. The low point for this aspect of the indices was in the early part of 2011, and it improved 10 percent?since that point.

While many investors showed interest in the most prized properties in the most expensive markets in recent months, there is a growing interest in lesser markets, the report noted. There was an overall slowdown in market investment during the third quarter, which may influence the strong finish to the year for commercial real estate purchases. This includes not only the industrial market, but also the office and retail sectors.

Improvement on all fronts in a relatively even manner may suggest that investor activity is relatively balanced. There was a spike in leasing activity during November, and this could have a positive effect on overall growth, the report explained. Fewer than 15 percent of all transactions during the month were considered distressed, which may further support that leasing conditions are better than in the past. This was the lowest recorded figure in more than three years.

Commercial development may rise in 2013
While leasing and purchasing conditions are improving, the total level of commercial real estate development may also see gains this year. Nonresidential construction should improve by more than 5 percent in 2013, according to a report from Associated Builders and Contractors. This could help commercial construction specifically, as it may rise 10 percent during that time. Much of this may have to do with a spike in nonresidential construction employment, which could improve more than 2 percent.

We need more guns around because if you think otherwise, you're kinda like Hitler. That seems to be the message the gun fetishist crowd has coalesced around, because logic is for suckers:

Terhar, a Cincinnati Republican elected last week by the 19-member school board to a second term as its president, recently posted the picture with this commentary: ?Never forget what this tyrant said: ?To conquer a nation, first disarm its citizens.? ? Adolf Hitler.?

Fear not, though, because Terhar says she didn't mean it like that:
?I?m not comparing the president to Adolf Hitler,? she said. ?It?s the thought of disarming citizens, and this has happened throughout history. What?s the true intention of the Second Amendment? It was to protect us from a tyrannical government, God forbid.?
See there? It's not that Obama is like Hitler for not wanting more guns in schools, it's just that that's like something a tyrannical dictator would do, right before gassing people or right after invading Poland. (Hitler was also against drinking lead paint straight from the can, which is why all true patriot meetups start with chugging a glass of whatever-someone-found-in-their-garage-that-week.)

The Sandy Hook Elementary School shootings have left the gun fetishist crowd absolutely befuddled. Their identity revolves around protecting themselves from imaginary future tyranny; the best argument they can muster as to why your kids and mine have to be continually exposed to batshit crazy people with personal arsenals is that we need those batshit crazy people with arsenals around, because non-batshit crazy people just aren't attuned enough to all the damn tyranny that's coming out of the woodwork, and haven't probably honed themselves as anti-tyranny killing machines.

Have you noticed? Almost every one of the most avid gun fetishists out there, the people appearing on teevee to yell at the hosts about freedom and the like, all argue that they need absolutely unfettered gun freedom because they may at some point need to start shooting at our government. All our efforts at basic public safety are running afoul of a very small, obsessively paranoid crowd whose rationale is that we need to enable widespread mass murder, just in case it comes in handy someday. You know ? if they ever feel like it.

These are the people who really need their guns taken away. Not even a close question.

Jim Nantz of CBS has launched an assault against those in the Cleveland media who are criticizing the team?s decision to hire Lombardi ? and against those within the league who have been, in Nantz?s view, backstabbing Lombardi.

Nantz made a spirited call on Friday to the local CBS Radio affiliate, and he followed it with a 17-minute interview by Marla Ridenour of the Akron Beacon Journal, during which Nantz admitted to possibly sounding ?over the top? because he was walking briskly in the cold.? Nantz called the media opponents of Lombardi ?smarmy? and accused them of ?personal vendettas,? apparently pinning most of the blame on Tony Grossi of ESPNCleveland.com.

?Maybe I was speaking in broader terms, really, about just the overall climate in Cleveland. I?m not into attacking anybody in the media, ever, because I live in the same world,? Nantz said. ?But I do think it has gone beyond the overall coverage . . . who are all these people who think they know more about football than Mike Lombardi??

To his credit, Nantz at all times acknowledged a friendship with Lombardi.? Still, the zeal with which Nantz defended Lombardi more than counters the potency of the attacks.? At one point during the radio interview, for example, Nantz declared that Lombardi and Patriots coach Bill Belichick are the two smartest football people in the business.

We agree wholeheartedly with Nantz on one point.? Backstabbing is as common in the NFL as run-blocking.? Plenty of folks in the business will smile to your face, and then badmouth you as soon as you?re out of earshot.? While that?s a dynamic that infects plenty of industries, it?s an accepted practice among folks who are trying to get or to keep a finite number of jobs in an industry with no current inclination to expand? beyond 32 shops.

And Lombardi has been a victim of it.? We know that because, over the years, we?ve heard it.

Has it unfairly kept Lombardi out of the league for an extended period of the time?? Possibly, and if so that?s a shame.

But consider this undeniable fact:? Lombardi didn?t get an interview for any of the other six G.M. vacancies.? Not even the Jets, who conducted a scorched-earth campaign to find someone who would take the job, brought him in for an interview.If that?s a product of Lombardi being a victim of backstabbers and politics, it?s a damn shame.

Regardless of how it got to this point, Lombardi now has a chance to prove Nantz right, and to prove the naysayers wrong.? If the Browns thrive, he?ll be viewed as succeeding.? If the Browns continue to struggle, he?ll be viewed as failing.

Like everyone else in those positions, Lombardi has earned a chance to push the needle one way or the other.

Flu season fuels debate over paid sick time laws

NEW YORK (AP) ? Sniffling, groggy and afraid she had caught the flu, Diana Zavala dragged herself in to work anyway for a day she felt she couldn't afford to miss.

A school speech therapist who works as an independent contractor, she doesn't have paid sick days. So the mother of two reported to work and hoped for the best ? and was aching, shivering and coughing by the end of the day. She stayed home the next day, then loaded up on medicine and returned to work.

"It's a balancing act" between physical health and financial well-being, she said.

An unusually early and vigorous flu season is drawing attention to a cause that has scored victories but also hit roadblocks in recent years: mandatory paid sick leave for a third of civilian workers ? more than 40 million people ? who don't have it.

Supporters and opponents are particularly watching New York City, where lawmakers are weighing a sick leave proposal amid a competitive mayoral race.

Pointing to a flu outbreak that the governor has called a public health emergency, dozens of doctors, nurses, lawmakers and activists ? some in surgical masks ? rallied Friday on the City Hall steps to call for passage of the measure, which has awaited a City Council vote for nearly three years. Two likely mayoral contenders have also pressed the point.

The flu spike is making people more aware of the argument for sick pay, said Ellen Bravo, executive director of Family Values at Work, which promotes paid sick time initiatives around the country. "There's people who say, 'OK, I get it ? you don't want your server coughing on your food,'" she said.

Advocates have cast paid sick time as both a workforce issue akin to parental leave and "living wage" laws, and a public health priority.

But to some business owners, paid sick leave is an impractical and unfair burden for small operations. Critics also say the timing is bad, given the choppy economy and the hardships inflicted by Superstorm Sandy.

Michael Sinesky, an owner of seven bars and restaurants around the city, was against the sick time proposal before Sandy. And after the storm shut down four of his restaurants for days or weeks, costing hundreds of thousands of dollars that his insurers have yet to pay, "we're in survival mode."

"We're at the point, right now, where we cannot afford additional social initiatives," said Sinesky, whose roughly 500 employees switch shifts if they can't work, an arrangement that some restaurateurs say benefits workers because paid sick time wouldn't include tips.

Employees without sick days are more likely to go to work with a contagious illness, send an ill child to school or day care and use hospital emergency rooms for care, according to a 2010 survey by the University of Chicago's National Opinion Research Center. A 2011 study in the American Journal of Public Health estimated that a lack of sick time helped spread 5 million cases of flu-like illness during the 2009 swine flu outbreak.

To be sure, many employees entitled to sick time go to work ill anyway, out of dedication or at least a desire to project it. But the work-through-it ethic is shifting somewhat amid growing awareness about spreading sickness.

"Right now, where companies' incentives lie is butting right up against this concern over people coming into the workplace, infecting others and bringing productivity of a whole company down," said John A. Challenger, CEO of employer consulting firm Challenger, Gray & Christmas.

Paid sick day requirements are often popular in polls, but only four places have them: San Francisco, Seattle, Washington, D.C., and the state of Connecticut. The specific provisions vary.

Milwaukee voters approved a sick time requirement in 2008, but the state Legislature passed a law blocking it. Philadelphia's mayor vetoed a sick leave measure in 2011; lawmakers have since instituted a sick time requirement for businesses with city contracts. Voters rejected a paid sick day measure in Denver in 2011.

In New York, City Councilwoman Gale Brewer's proposal would require up to five paid sick days a year at businesses with at least five employees. It wouldn't include independent contractors, such as Zavala, who supports the idea nonetheless.

The idea boasts such supporters as feminist Gloria Steinem and "Sex and the City" actress Cynthia Nixon, as well as a majority of City Council members and a coalition of unions, women's groups and public health advocates. But it also faces influential opponents, including business groups, Mayor Michael Bloomberg and City Council Speaker Christine Quinn, who has virtually complete control over what matters come to a vote.

Quinn, who is expected to run for mayor, said she considers paid sick leave a worthy goal but doesn't think it would be wise to implement it in a sluggish economy. Two of her likely opponents, Public Advocate Bill de Blasio and Comptroller John Liu, have reiterated calls for paid sick leave in light of the flu season.

While the debate plays out, Emilio Palaguachi is recovering from the flu and looking for a job. The father of four was abruptly fired without explanation earlier this month from his job at a deli after taking a day off to go to a doctor, he said. His former employer couldn't be reached by telephone.

"I needed work," Palaguachi said after Friday's City Hall rally, but "I needed to see the doctor because I'm sick."

Obama to take official oath in Sunday ceremony

President Barack Obama is set to be officially sworn in Sunday for his second term as president of the United States, ahead of Monday's public events.

In a small and short?ceremony at the White House, he will recite the constitutionally-mandated oath for the third of four expected times during his time in office. ?

When Obama first took the oath on?Jan. 20?four years ago, he and Chief Justice John Roberts tripped up over the wording, raising concerns about whether the constitutional requirements were fulfilled to the letter of the law.? Roberts went to the White House the next day and administered it again in full.?

This time, Obama will recite it twice on purpose. Sunday's official swearing-in, conducted again by Roberts, will be the fifty-seventh inauguration of a president in American history.?

The short Sunday?ceremony will be held because the constitutionally-mandated inauguration date of Jan. 20 falls on a Sunday, so Obama will take the oath a fourth and final time on Monday before hundreds of thousands of observers on the National Mall.? The Monday ceremonies will include?the president's inaugural address, a?luncheon with the president and members? of congress and the traditional inaugural parade and?balls.?

The small?weekend ceremony is a bit of historical quirk, although today's swearing-in is the seventh in history to take place on a Sunday.? The last instance occurred in 1985 when President Ronald Reagan was formally sworn in for his second term in office.

Beginning with the second inauguration of Franklin D. Roosevelt in 1937, new presidents and vice presidents have been sworn in on Jan. 20 due to the changes laid out in the 20th Amendment to the Constitution.

(Before that, inaugurations were typically held on March 4, as directed by the 12th Amendment. But controversy over the length of the lame duck period forced that ceremony to be moved up by law).

In addition, eight vice presidents have been administered the oath of office upon the death of a president. The hastily-planned ceremonies have taken place in hotels, homes and -- famously, after the death of John F. Kennedy -- aboard Air Force One.?

The oath of office for the president is set out in the Constitution.

Article II, Section 1, states as follows:"Before he enter on the execution of his office, he shall take the following oath or affirmation: -- "I do solemnly swear (or affirm) that I will faithfully execute the office of president of the United States, and will to the best of my ability, preserve, protect, and defend the Constitution of the United States."

Traditionally, two minor changes are made. First, the president taking the oath says his name after the first word ("I, Barack Hussein Obama"). And second, the phrase "so help me God" is added at the end.?

(AP) ? The head of the Pakistani government's anti-corruption wing has refused an order by the country's top court to arrest the prime minister in a graft case.

Fasih Bokhari, chief of the National Accountability Bureau, told the Supreme Court on Thursday that he does not have sufficient evidence to arrest Prime Minister Raja Pervaiz Ashraf.

The court ordered Bokhari on Tuesday to arrest Ashraf and 15 others accused of corruption in a case involving private power stations built to provide electricity to energy-starved Pakistan.

The accusations against the prime minister, which he has denied, stem from his time as the minister for water and power.

The court ordered Bokhari on Thursday to bring the case files back to the judges so they can determine whether there is incriminating evidence.

First lady launches new Twitter account: FLOTUS

WASHINGTON (AP) ? Trying to find Michelle Obama on Twitter? Try tweeting her at @FLOTUS, which is Washington shorthand for ?first lady of the United States.?

Mrs. Obama?s office unveiled her new Twitter identity on Thursday, largely to replace a previous Twitter account under the handle of (at)Michelle Obama. That account was launched a year ago and run by President Barack Obama?s re-election team. It will now be managed by the Democratic National Committee.

The site?s initial tweet promised updates and pictures. Tweets by the first lady herself will be signed ?-mo.?

Followers also were asked to re-tweet that initial message to wish Mrs. Obama a happy birthday. She turned 49 on Thursday.

I?m going to miss Galaxy fans? annual winter panic.

Each of the last two around Decembers, Juninho?s flown back to Sao Paulo, his fans in Los Angeles left behind to wonder whether their starting central midfielder will return next season.

At first they?re optimistic, but as winter progresses without a quick resulting they start to worry. Shock, denial, sandess ? the starts are all there. By January, fans have convinced themselves they?re ready to move on, assuaging themselves with missives like ?Marcelo Sarvas is fine? or ?maybe Michael Stephens is ready to step up.?

By the time training camp rolls around, they?ve starting believing their own lies.

But with Tuesday?s news that Juninho?s completed a full move to Los Angeles, that whole game?s over. The 24-year-old midfielder is now fully on the Galaxy?s books after leaving S?o Paulo for good.

He announced the move on his various social media instances. As posted to LAGalaxy.com:

?I would like to thank Sao Paulo Futebol Clube for these 10 years I was with the Club. The soccer player that I am today I owe it to you. Thank you for shaping me as the player and [sic] the person I am today. Things change, we have to make choices in life and I?m sure that choosing Galaxy was the right choice. It?s a team that always believed in my soccer, that gave me the opportunity to return and show what I have to offer and come back to my fans who have always been by my side. I?m coming home, to our home! To the great team Los Angeles Galaxy.?

The move isn?t so much surprising as it is reassuring. We don?t have to go through this song-and-dance again. We won?t have to listen to the waverings of our one Galaxy friend.

Will he? Won?t he? Oh, shut up! Of course he will!

Juninho will be back. He always comes back. And now, there?s no reason to doubt. He?s officially a full Galaxy player.

Morgan Stanley cuts Asia commodity jobs including two VPs

SINGAPORE (Reuters) - Morgan Stanley (MS.N) has laid off two vice-presidents and one or two other employees in its commodities division as part of a global plan to shed staff and cut costs, sources familiar with the matter said on Wednesday.

The move comes after the bank has said it would not give up on the fixed income, currency and commodities trading business, known as "FICC" in Wall Street circles, and wanted to boost market share in FICC by two percentage points.

Morgan Stanley declined to comment.

The sixth-largest U.S. bank by assets plans to slash 1,600 jobs, a move that may be the first of a new round of layoffs at large investment banks as they reassess businesses in the face of new regulations and capital standards, sources familiar with the matter said earlier this month.

In Asia, fewer than five people will be axed from the bank's commodity staff of less than 60, the sources familiar with the matter said.

At least two of those retrenched are from its oil trading unit, industry sources said, though this could not be confirmed.

The restructuring resulted from a review of the bank's commodities business needs in the region and reflected changing market conditions, the sources familiar with the matter said.

"Banks need to stay nimble, especially with regard to their commodities operations given reduced market liquidity and heightened cost structures," one of the sources said.

Global investment banks have been shedding staff to reduce costs since the 2008 financial crisis, but the latest round of cuts has been prompted by stringent U.S. regulations designed to limit excessive risk-taking after the crisis.

On Wednesday, President Obama unveiled a comprehensive slate of gun-control proposals, in what is widely seen as the most expansive effort by the executive branch in recent memory to reduce gun violence in America. As expected, Obama called on Congress to implement universal background checks for guns; reinstate a federal ban on military-style assault weapons; and set a 10-round limit for gun magazines. With a group of children standing behind him, Obama said, "While reducing gun violence is a complicated challenge, protecting our children from harm shouldn't be a divisive one." He added, "The most important changes we can make depend on congressional action. They need to bring these proposals up for a vote."

Obama also signed 23 executive actions to bolster gun control, a controversial move that has already enraged some conservatives. They include ordering federal agencies to contribute information to a federal background check system; urging states to share information from background checks; strengthening the enforcement of existing gun laws; and nominating a director to the Bureau of Alcohol, Firearms, and Tobacco, a weakened agency that is technically the president's most potent bureaucratic tool to enforce gun laws. The 23 actions are listed in full below.

Gun Violence Reduction Executive Actions

Today, the President is announcing that he and the Administration will:

1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system.

2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.

3. Improve incentives for states to share information with the background check system.

4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.

5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.

6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.

7. Launch a national safe and responsible gun ownership campaign.

8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).?

9. Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.?

10. Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.?

11. Nominate an ATF director.

12. Provide law enforcement, first responders, and school officials with proper training for active shooter situations.?

13. Maximize enforcement efforts to prevent gun violence and prosecute gun crime.

14. Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.

15. Direct the Attorney General to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.?

16. Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.

17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.

18. Provide incentives for schools to hire school resource officers.

19. Develop model emergency response plans for schools, houses of worship and institutions of higher education.

20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.

21. Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.

22. Commit to finalizing mental health parity regulations.

23. Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.

Missouri's legislative session started on Wednesday to much fanfare from the state's Republican Party due to a veto-proof supermajority for the GOP.
